Property owners in Liberty County will see important changes to their 2025 Annual Notice of Assessment, thanks to new legislation passed by the Georgia General Assembly. House Bill 581 introduces statewide updates to how property value notices are presented, how tax estimates are shared, and when homestead exemptions can be filed.

These updates aim to create greater consistency and transparency in how assessments are communicated to taxpayers across all 159 Georgia counties.

No more tax estimates on notices

One of the most notable changes is that assessment notices will no longer include an estimate of property taxes. Under HB 581, only the estimated rollback millage rate for Maintenance & Operations (M&O) will appear — if it has been provided by the levying authority. In cases where that rate is not supplied, the notice will instead show an M&O tax estimate only, not including any special service district rates or fees.

Because this information depends on each authority’s submission, residents may notice minor differences in the format or content of their individual notices. These differences are expected and reflect the varying inputs provided by each taxing entity.

Homestead exemptions get a second window

A second major change expands access to homestead exemptions, including the school tax exemption. In the past, residents had to apply by April 1 to qualify for the current tax year. Now, thanks to HB 581, homeowners can also apply during the 45-day appeal window after receiving their assessment notice.

“This new opportunity gives homeowners additional flexibility and ensures more people receive the exemptions they qualify for,” said Keith Payne, chief appraiser for Liberty County.
