Keep Liberty Beautiful
Keep Liberty Beautiful, along with Keep Savannah Beautiful, Keep McIntosh Beautiful, Keep Golden Isles Beautiful, the City of Tybee Island, Keep Pembroke Beautiful, and Keep Camden Beautiful/ Visit Kingsland, received a Litter Law Enforcement grant from the Keep Georgia Beautiful Foundation. Keep Georgia Beautiful Foundation has a 47-year history of doing the little things that make a big difference in Georgia communities.
Established as the first-ever state affiliate of Keep America Beautiful in 1978 by Gov. George Busbee, the Keep Georgia Beautiful Foundation became a 501(3)c nonprofit in 2011 and builds sustainable communities through litter prevention, waste reduction, recycling, water resource management, and community greening. The Keep Georgia Beautiful Foundation supports the country’s largest network of local affiliates, and our 78 local programs represent 80% of Georgia’s population.
The Keep Georgia Beautiful Foundation grant will support the local enforcement of Georgia’s Comprehensive Litter Prevention and Abatement Act. The grant will fund the workshop for police officers, sheriff’s departments, highway patrol officers, code enforcement officials, judges, county commissioners, city mayors, and others responsible for implementing the law.
The Comprehensive Litter Prevention and Abatement Act, established in 2006, enables law enforcement to punish litter offenders with fines and/or community service. In the Litter Law Enforcement Workshop, which is being held in Liberty County, attendees will learn about the law in-depth and review situational procedures. Scott Carroll of the Georgia Department of Natural Resources will teach the workshop. Upon completing the workshop, attendees will have a comprehensive understanding of how to work with the court system and other officials to eradicate littering and illegal dumping.
“Eliminating litter not only improves the appearance of a neighborhood,” said Natalie Johnston-Russell, executive director of the Keep Georgia Beautiful Foundation. “It also makes it safer and more inviting to residents and business owners. Law enforcement officials are a fundamental part of this initiative, and we’re excited to provide them with tools to help maintain beautiful, economically vibrant communities.”
The Litter Law Enforcement Workshop will be held at the Liberty County Community Complex, 9397 East Oglethorpe Hwy, Midway, on March 27, 2025, from 9 a.m. to 1 p.m. The workshop will cover an understanding of the Comprehensive Litter Prevention and Abatement Act, situational procedures, and how to work with the court system and other officials to eradicate littering and illegal dumping. It will be a comprehensive and interactive session, providing you with the knowledge and skills to effectively enforce litter laws in your community.
We are so lucky to provide this Litter Law Enforcement Workshop in Liberty County. We are joining forces with other coastal area affiliates to help provide our communities with the education needed for a cleaner and safer environment with Cpl. Scott.
Cpl. Scott Carroll is from Leesburg. He attended Abraham Baldwin Agricultural College, where he received his degree in Wildlife Management. He then enrolled in the ABAC Police Academy. After completing his peace officer training, Cpl. Carroll served as a patrol sergeant for the Leesburg Police Department for one year.
He began his career with the Georgia Department of Natural Resources Law Enforcement on January 3, 2000. Recently, Cpl. Carroll received his Professional Management Certificate from Columbus State University. He teaches and instructs classes at the Georgia Public Safety Training Center in Forsyth for the Georgia Department of Natural Resources, the Georgia Bureau of Investigation, and other state agencies.
